Make the dough

  1. In a large bowl, dissolve the yeast in warm water. Let it sit for about 5 minutes, or until it looks slightly foamy.
  2. Stir in 1 tablespoon oil and 1 tablespoon sugar.
  3. Add the flour and stir until a soft dough forms.
  4. Stir the dough about 20 strokes. The dough should be soft and slightly sticky.
  5. Place the dough in a greased bowl. Turn the dough once so all sides are lightly coated.
  6. Cover the bowl with a clean towel or plastic wrap. Let the dough rise in a warm place for about 30 to 45 minutes, or until it looks slightly puffy.

Make the sauce

  1. In a small saucepan, combine the no salt tomato paste, 1/2 cup water, garlic powder, oregano, 1 tablespoon sugar, and 1 tablespoon oil.
  2. Stir until smooth.
  3. Simmer over low heat for 5 minutes, stirring occasionally.
  4. Remove from heat and set aside.

Assemble and bake the pizza

  1. Preheat the oven to 400°F.
  2. Grease a 17 x 14 inch baking sheet.
  3. Press the dough evenly over the baking sheet, stretching it to the edges.
  4. Spread the sauce evenly over the dough.
  5. Top with chopped onion, chopped green pepper, cooked ground beef, and shredded mozzarella cheese.
  6. Bake for 20 to 30 minutes, or until the crust is golden brown and the cheese is melted and lightly browned.
  7. Cut into 12 pieces and serve.
